Business Cases & ILM

Policy and business case design to secure funding and use it well.

Charlie from Policy Performance has worked with the public sector (both from within and outside) since commencing on the Victorian Government graduate program in 2004. In his time as a public servant, he was a Cabinet Committee secretary, sat on a large grants committee and reviewed major budget submissions. He understands the pressures faced by decision-makers when analysing diverse investment options. 

Policy Performance develops powerful business cases. This requires an understanding of the settings, challenges, possibilities and priorities of government. It also needs thoughtful persuasion, backed by sound and reliable evidence. It involves working closely with stakeholders to understand the situation and different policy levers that can be pulled. It also requires clear written communication so diverse readers quickly grasp the main issues.

Investment Logic Mapping (ILM) Facilitation - Charlie's Perspective

"It is a privilege to enter a room of experts from a given sector and unpick the public problems they are collectively seeking to solve. The answers are almost always multi-dimensional, interpreted variably by different people, and with many causes and effects.

This structured facilitation process is called Investment Logic Mapping - or ILM for short. It is most often used as an early step in business case design. It seeks to test the case for investment with a set of 10-12 key stakeholders at the table, over the course of a few workshops.  

In 2016, while working as an Associate Director at KPMG, I gained accreditation (via the Victorian Department of Treasury and Finance) as an ILM facilitator. During 2017 and 2018, I led all of KPMG’s ILMs nationally.

At Policy Performance, I have led 30+ ILMs direct to public sector organisations and as a sub-contractor to various consulting firms. My ILMs have tackled topics of enormous diversity.

I find the ILM process and format works well to guide discussion and is often successful in gaining stakeholder consensus about the real challenges. My facilitation process is open, equitable and respectful of all viewpoints."

ILM Facilitation Approach

Key steps we follow to provide high-quality ILM outputs.

Pre-workshop

Discuss the topic broadly with the commissioning agency or organisation

Read/review available existing information about the topic

Share an overview of the ILM process, to build attendee familiarity
 
Hold a final pre-workshop meeting to identify key issues and likely stakeholder views

Workshop

Arrive early to set-up technology

Introduce attendees around the room, share the facilitator role and session goals

Facilitate the workshop, including: problems; benefits; responses; solutions

Document notes electronically, so participants can view on-screen in real-time

Post-workshop

Finalise response templates and circulate to commissioning agency for feedback

Tidy notes from the brainstorm and circulate to support later business case drafting

Refine and finalise outputs, share materials produced.  

While in-person sessions tend to work best, we also facilitate ILMs online.

Business Case Development

If the ILM is successful in defining an investment case, it is often followed by preparation of a full business case in a defined government template.

The business case writing process involves describing the investment carefully, presenting the benefits that may be achieved, outlining any risks, detailing forward estimates (costs - both assets and operations), and generally exploring all dimensions of the proposed response.

Policy Performance is adept at business case writing, drawing on leading policy, data analysis and visual communications skills. 

Often, compelling business cases draw on sound evaluation results - an area of complementary strength for Policy Performance.

When writing business cases, we work closely with clients at every juncture, building in timely rounds of review. We check any ambiguities to fill gaps with certainty. We have written business cases that have achieved funding in the multiple-millions.
